that breaking news is out of culpeper where five people, including three children, are dead. these are live pictures of the scene from chopper 4. right now we know all five victims were shot. news4's megan mcgrath is live at the scene with what else we have learned about the family. megan? >> reporter: well, barbara, you can see behind me here that investigators are still here on the scene. they have been here all night long. that's the house where it all happened just at the end of that long driveway. it was 10:00 last night when family members, they hasn't heard from shawna or clarence washington since saturday evening. last night they began to get

concerned. there was an ongoing domestic dispute between the couple. apparently that dispute got pretty heated on saturday. when family members couldn't get ahold of them, they got concerned. they came to the house and that's when they made the grim discovery. the family of five dead inside their home here in culpeper, virginia. now, they have been identified as shawna and clarence washington, both 35 years old, a married couple, and their three children. their three girls, aged 13, 6 and 4. the sheriff's department says that this is now being investigated as a domestic murder-suicide. a little while ago i spoke to the cousin of shawna washington and she said that she never imagined that something like this would happen. >> my prayers, that was my sister, that was my heart, my best friend, my world. >> reporter: investigators did find a gun inside the house.

they won't elaborate on what kind of a gun it was. as for the ongoing marital problems, the domestic dispute, the sheriff's department says that they never received any calls for help from the home. reporting live in culpeper, megan mcgrath, news4. barbara, back to you. >> and we will continue to follow this story and bring you any new developments that we get over the next hour. new today, about a dozen people were hurt in an early morning fire at this apartment building in frederick. this is along key parkway. we're told ten people were treated at that scene. at least four were taken to burn centers. we're told at least six apartments are destroyed. the cause of the fire is still under investigation. now take a look at these pictures. you can see a man on the radio tower. see him up there? he climbed the tower overnight and climbed down before 7:00 this morning. police were there when he reached the ground and he was quickly taken into custody. turning the weather and some typical august heat and humidity out there to start our week, storm team 4 meteorologist tom

kierein joins us with his first forecast. tom. >> yeah, you can see a little bit of humidity hangs in the air around the metro area. not sweltering humidity, but moderately so. it's a classic august summer morning under way. here's a live view from the storm team 4 tower camera, some high clouds are drifting in from the west-southwest. we had quite a bit of fog but that quickly dissipated and now that high sun angle is climbing up there. very high ultraviolet index today. definitely wear sun block as we've got strong august sun. right now 80 at reagan national. it's near 80 right along 95 down toward fredericksburg and much of southern maryland, eastern shore, most locations in the upper 70s. farther west we're in the upper 70s and it is rather humid too still around the shenandoah valley. there's still a little fog hanging over the shenandoah river and that's dissipating.

the air quality is diminishing because the air is stagnant, we have hardly any movement. avoid strenuous activity outdoors. if you have a heart or respiratory ailment, just stay inside. hurricane bertha, a look at the new track of this new hurricane. that's coming up and a look at changes on the way for midweek in just a few minutes. >> find out if bertha is coming through here. thanks, tom. a man is fighting fe-threatening injuries after being hit by a car in montgomery county. the crash was just before midnight last night. this happened on 1st street and maple avenue in rockville. we're working to find out what led to the accident. and right now closing arguments are going on in a deadly road rage trial in montgomery county. in 2013 a man and a woman were stabbed outside the westfield montgomery mall. prosecutors say 24-year-old david goldberg attacked the couple after a fight about the right of way at a stop sign. he's now facing two counts of attempted murder.

d.c. councilman marion barry is doing better after he crashed his car and was taken to the hospital. we caught up with him last night just hours he was released from the hospital. >> when it does that, you could die really if it got so low, but god is good to me and i got disoeriented and went on the wrong side of the street. >> you heard him right, barry had a diabetic attack and started driving the wrong way on pennsylvania avenue southeast. sources tell news4 police cited barry for driving on the wrong side and for having expired tags. this morning the star witness for the prosecution is back on the stand in the corruption trial of former virginia governor bob mcdonnell. jonnie williams is facing intense cross examination from mcdonnell's lawyers. as he entered court this morning, mcdonnell said he is confident in his team. >> they're not only excellent, but they believe deeply in my

innocence and they are personally committed to me. i really appreciate the fact i've got such great people working on this. every day the truth comes out is a better day for us. >> so far williams has said he gave mcdonnell and his wife more than $150,000 in gifts because it was good for business. news4's julie carey is in that courtroom right now following the trial's latest developments. to keep up with them, you can follow her on twitte twitter @juliecareynbc. veteran actor and d.c. native an juan glover says he's doing well after being stabbed. you may remember glover when he portrayed slim charles in "the wire." last night he posted a statement reading in part "i'm going to spread love. i am recovering and will be back soon. my flesh may be stabbed but my spirit is unbreakable. i want to thank all of my fans, followers and friends." glover was stabbed at cafe asia

on i street over the weekend. at least two people attacked glover on the second floor of that club. richard jordan is following a develop story for us. >> we're just getting in foergts about a large data breach affecting a very popular restaurant chain, p.f. chang's china bistro. there are some locations in the area where the customers may have been affected. p.f. chang's saying someone took some information from credit cards and debit cards used at the restaurant. talking about card numbers, the card holder's names, the expiration date. one of the locations affected is in woodbridge, the town place location. the restaurant says anyone who used their card there from october 19th through june 11th, their information could be in jeopardy. also the baltimore location on east pratt street from april 10th to june 11th. the company has set up identity protection services, offering that to any customers who feel that perhaps their information may be at risk.

new developments this morning in the israel/gaza conflict. right now the temporary seven-hour humanitarian truce is over. the cease-fire ended about an hour ago, although both sides accuse the other of violating the truce. israel reportedly fired rockets into the gaza strip and hamas militants reportedly attacked an israeli bus in jerusalem. since the fighting began on july 8th, more than 1800 palestinians

and nearly 70 israelis have died. let's check in again with richard jordan with something else at the live desk. >> barbara, here in washington the u.s./africa leader summit is under way. one of the first people to speak was secretary of state john kerry. he talked about the important relationship between african countries and the u.s. listen in. >> africa is a new center of global growth. since 2000, banking assets have more than doubled. the telecommunications market has doubled since 2004 alone. and we know that africa will have a larger workforce than india or china by 2040. >> kerry went on to specifically talk about south africa and how that region is exporting engines to the ford motor company. that in turn, he says, has helped to create at least 800 new jobs in the kansas city area. now here at the summit we have leaders from all across africa. the presidents of sierra leone and liberia are not attending

because they're dealing with the ebola outbreak in their respective countries and to address the concern of ebola spreading here in the u.s., president obama said anyone coming from an area where ebola is prevalent, where there has been that crisis that is under way now, they are being screened at their home airports before flying here to the u.s. >> all right, richard, thank you. right now roads are closed all over d.c. for the summit. you may also see motorcades drivi around the main areas to avoid, the mandarin oriental hotel on main avenue southwest, the world bank building, the national academy of sciences and of course the white house. for a list of all the closures, head to nbcwashington.com. and for more on the summit, we're joined by mark murray, nbc's senior political activity. >> good morning, barbara. >> a lot of activity. >> absolutely. >> can you tell people who the purpose of the summit is? >> i think it's just to bring attention to the continent of africa. so much focus has been on the middle east recently or even when it comes to asia, europe,

of course the united states and the obama administration wanted to make that pivot to asia, but i think the administration wants to show africa is important too economically as well as on the security level. there have been outbreaks of terrorist groups in that continent and then of course it all comes with the outbreak of the ebola virus in western africa. of course that's just a minor part but certainly a story we're following here in the united states. >> that's probably one of the main issues discussed. anything else? >> we heard secretary of state john kerry mention this, a lot about the economy and really the untapped economic potential of africa. >> congress left on friday. not all, but most of them have gone home, i guess. president obama was left to deal with the flood of undocumented immigrants crossing the u.s. -- into the u.s. from the mexican border. why haven't they done anything, congress that is, to send the president a bill? >> they just can't -- they fundamentally disagree. the house of representatives did end up passing legislation late

on friday to provide some border relief. the issue there is that it was almost passed -- it was passed almost by republican votes and not one in which you're able to kind of reconcile anything or get democrats to come along with. the democratic-led senate wasn't able to pass any legislation, that had to deal with a filibuster. you need 60 votes for passage there. given that situation, the president will have to take some executive action on getting things done. what's really amazing here is that the request the president sent i$4 billion and got whittled down to $2 billion. to viewers that might sound like a lot of money but when it comes to the normal appropriations process, that's just a drop in the bucket. >> so what is the president likely to do on the border crossing situation? >> well, i think that he might end up taking some actions on what kind of resources he can deploy. but the thing that people need to understand is that congress has the power of the purse. what the president can end up doing with executive action is mainly when it comes to who gets

deport aned and not get deporte. there's a lot of discretion the president gets. two years ago the president said qualified folks under the dream act, those undocumented young folks who either are pursuing a college degree or serving in the military won't get deported and can get a work permit and become a legal citizen. the question is does that get expanded to a broader universe of undocumented immigrants. i think that's what everyone is trying to find out. >> and what is the u.s. position, have you looked at it on this whole issue? what do most americans feel about these undocumented people crossing the border? >> overall this hasn't made anyone look very good. they haven't been happy with how democrats and republicans and i think the public in the polling i've seen certainly -- there is a concern about the undocumented children who are coming across the border for humanitarian reasons but also is our border secure enough. i think the one thing that gets missed is that the border patrol is there.

these children aren't getting any farther than u.s. border. it's not like they're coming to washington, d.c. they're essentially turning themselves over at the border. but that is the issue and why it's continuing to become so polarizing. >> but nothing will be done just yet. >> not on the congressional level. >> for more from mark and the rest of the nbc news political team, check out first read on nbcnews.com. president obama turning 53 today. happy birthday, mr. president. he turns -- he gets back to the white house today and will be celebrating with a light schedule, ooewe understand. the president spent the weekend at camp david. on the president's agenda will be a number of meetings at the white house. the white house didn't say if the president had anything else extra planned but maybe we'll see him out and about with his wife celebrating tonight. >> they'll have good weather. >> i heard they're heading out to martha's vineyard in the next week or so. how does going to be there? >> well, there might be some big waves from bertha, which is now

a hurricane. and today we've got our august classic summer weather of our dreams under way. there is capitol hill under a mostly sunny sky. there's senate park and the fountain there in the foreground. it is a gorgeous summer day. right now 80 at reagan national, dew point is at 65. that's moderate humidity. and we've got a very light northwesterly breeze. and the temperatures elsewhere in the metro area, generally in the upper 70s northern virginia. much of maryland in the mid to upper 70s. right near the bay, mid-70s. beautiful day on the bay as well. as we look at the latest satellite and radar, we don't have any storms anywhere nearby, but hurricane bertha, there it is churning away east of the bahamas. well east of the bahamas right now with winds of 80 miles an hour. and it is now a category 1 hurricane. we'll stay that way through the day today and stay well off the atlantic seaboard. well east of the outer banks during the day on tuesday into

wednesday. a category 1 hurricane and east of our atlantic beaches and the eastern shore, maybe some heavy seas, could get some rip currents there along the beaches the next couple of days. then it quickly really weakens a lot and just becomes a tropical depression and an area of low pressure by the time it gets off the canadian maritimes. i took this photo yesterday morning. i was hiking along the creek running pretty low. most of this on instagram, facebook and twitter. that's where you can share your photos and comments. you can connect with me there on instagram, facebook and twitter. and the sky looking off to the west, some drifting high clouds moving on through during the afternoon hovering in the mid to upper 80s. lots of sunshine. and this evening the temperatures will drop back a bit under a partly cloudy sky and that's when the nats and the orioles are playing at nats park. this is the game they had to do a makeup of the big battle of the beltway game.

one of them was rained out so first pitch at 7:05 tonight, mid-80s. it will be in the upper 70s by the end of the game. then we'll have some humidity changes moving in this week. still rather humid on tuesday and again on wednesday, but after that, we'll get a nice drop in the humidity on thursday, friday and saturday, into the weekend on sunday too. comfortably low humidity in place for a nice low moving in. if you're out and about away from your tv, you can keep up with the weather 24/7. download it at google play or the itunes store. it's 90 on tuesday and near 90 on wednesday. a cold front will push in on wednesday afternoon and evening. that could trigger some thunderstorms. some of those storms might be severe. we'll keep a close eye on it for you. after that, that's when that low humidity moves in on thursday into friday, and the weekend is looking really nice.

right now gas prices are at their lowest in four years, according to aaa. in d.c. you're paying $3.70 at the pump on average compared to nearly $4 last month. in maryland, gas is $3.51 a gallon. in the commonwealth, you'll pay about $3.30. that's some of the cheapest gas in the country right now. out in west virginia, a gallon of gas will run you about $3.58, so plan a trip. walmart trying to win back customers from amazon.com. the company is revamping its website to offer a more personalized shopping experience. walmart is rolling out a new feature that will recommend purchases based on your previous purchases. the website will also start showing local weather and other events. playing video games isn't so bad for your children. that's what a new study is showing. it found playing video games for less than an hour had a positive impact on life's satisfaction and promoted social behavior. playing for more than three hours had the opposite effect. >> video games used as part of a

is spreading in western africa. this morning nigerian officials confirm a second person has been infected there. the virus has had a huge impact on 98 bring countries as well. new numbers show more than 1,440 people have been infected so far. more than 800 people have died. that means nearly 60% of everyone who gets it has died. right now ebola is trending on twitter as an american infected with the virus is recovering in atlanta. dr. kent brantly is in a special unit of the emory university hospital. one of the doctors treating him talked to the "today" show this morning and said you shouldn't be worried about the virus spreading here. >> the key thing about this unit is it was designed 12 years ago to contain diseases far more infectious than ebola. we are going above and beyond what's necessary to contain this virus. >> brantly's colleague, nancy writebol, is in liberia today, but she will be flown to atlanta

to be treated there as well. she is expected to arrive tomorrow morning. an update on a story we've been following all weekend. let's check in again with richard jordan at the live desk. >> this is about those water troubles in toledo, ohio. the mayor there now says the water is safe to drink and he is lifting the ban. about 400,000 residents in ohio and michigan were told to stop drinking the water, stop cooking with it, stop bathing with it because there was some toxins contaminating lake erie, possibly high levels of algae there, so several people throughout northwestern ohio and southeastern michigan were urged not to use the water coming out of their tap. the national guard delivering bottled water instead and using purification systems. but we're just learning from the mayor of toledo, ohio, that the water is safe. it's been tested. apparently the test results are coming back clean, so it is safe and the ban has now been lifted. that's the latest from the life desk. barbara, back to you. just to be safe, chicago

city officials are retesting the water supply. tests have not seen an increase in the toxin in the past two years. the spokesperson says they test for the full spectrum of algae components two or three times a week. a murder trial begins today for a prince george's county teen gunned down walking to school. jury selection and opening statements are expected to. marco ross was walking to central high school in september of 2012 when prosecutors say 20-year-old trayvon bennett shot and killed him. they were able to solve this case connecting a gun used in a robbery to the one used in ross' murder. right now police are asking for your help to help track down a sexual assault suspect. the first attack was yesterday morning along talbert terrace. if you know anything about the attack, please call police. the family of alexis murphy says they won't stop searching until they bring her home.

it's been a year since the 17-year-old disappeared from a gas station in central virginia. randy taylor has been convicted in her abduction and murder, but her body was never been found. last night friends and family held a vigil for her at nelson county high school. the family says the community's support has kept them moving forward. >> it's really been very humbling to know that people are so supportive and they're willing to give of their time and of themselves in a way to help our family out. >> i just can't imagine going through something like this without that. >> another event for alexis is being planned for later this month. the family is working with a group called help save the next girl which investigates missing persons cases across the country. two young people diedrom suspected drug overdoses at a music festival in maryland. one of them was a 17-year-old boy from woodbridge. it happened at the mad decent block party in columbia over the weekend.

20-year-old tyler talks escardi died at the end on friday. the two didn't know each other. as many as 20 other concert goers had to go to the hospital. police say most used a form of mdma, which is commonly known as ecstacy or molly. watch out if you're driving around northwest as ddot is holding street car training. 28 new operators will be at the controls today and today is the first day of training as they ramp up to a full opening later this year. make sure not to park in the street cars' way because you could end up with a $100 fine. and we'll check in with tom kierein. he's outside right now on the storm team 4 weather deck feeling that humidity out there, huh, tom? >> you know, it'sot too bad. these are the summer days that students especially just cherish because they know classes will be starting before you know it. so savor this while you can. this is really great pool weather, great beach weather.

there is the sky over washington. now there's the washington monument, jefferson memorial. lots of sunshine, just a few high clouds are drifting over. now, the temperature is 80 degrees now at reagan national. near 80 southern maryland and near the bay. farther west and north, shenandoah valley, into the mountains, much of maryland and virginia upper 70s now. and later today it will be into the upper 80s during the afternoon with rather humid weather with us through the afternoon. it's going to be rather humid again tomorrow, highs around 90. and then on wednesday again up around 90 during the afternoon and some scattered storms are likely late wednesday afternoon into wednesday evening. that's going to be ahead of a refreshing, welcome change moving in on thursday, friday and into the weekend with lower humidity coming back. highs 80s each day with sunshine. morning lows in the 60s. barbara. >> all right, thank you, tom. well, developing over in china right now, survivors are being pulled from the rubble

following yesterday's 6.1 earthquake. however, rain storms are expected to hamper recovery efforts in the coming days. at least 380 people were killed when the quake hit. 12,000 homes collapsed, trapping people under the debris. 1800 people were hurt. the u.s. has offered its condolences and stands ready to assist china in any way it can. in southern california, one person has died after being trapped by floodwaters. officials say a body was found inside a car in the san bernardino mountains last night. the national weather service said rain and thunderstorms dumped as much as 3.5 inches of rain on that area. you can see some cars just totally buried in the mud there. right now about 2500 san bernardino county residents are trapped, while crews work to clear those roads out there. this story will change the way you buy cicken at the supermarket. what you may not have known is that ingredients may be added to raw chicken. water, some salt and sometimes

sit on an angle up and lean forward, you can still get some release for your spine. >> what does this do for you inside? >> wassy talked about inside, stand up if you don't mind and we'll move on while i answer this. it relaxes your digestive organs, it relaxes your breath and your muscle tissue because you're relaxing that part of you, your back, your hamstrings and stuff that gets so tight and stressed out in daily life. >> i certainly like that idea. it's not so easy to sit up straight when you're sitting on the beach. what's next? >> you know sometimes we have a nice relaxing night and we wake up. and the most important thing to do when you get up, no matter when you're on vacation or not is to stretch your spine because it actually shrinks when you sleep. so she's going to take her arms up and over her head. why don't you grab one wrist and

stretch. what if you got up out of your vacation king-size bed or at the beach house or whatever and just stretch your side body. >> she's pulling her wrist for one thing. >> exactly. that pulls down into her -- this side of her spine, go the other way, and she stretches the other side of her spine. so you're more relaxed and more aware of how your body feels on vacation. so why not and stretch the body? >> is this it? >> quickly. >> hurry, hurry, hurry. imagine this is the pool at home. this is the pool. she's leaning up, lifting over, what if you just tried to lift up like this, get a little strength and, boom, fall right into the pool. no harm, no foul. >> that does look pretty good and fairly easy. have a happy vacation. we're so happy to see you again. come back and visit us. and we have some new information about the government's decision on whether
